– Interim funding to DevOps to provide ongoing updates to the terms and conditions of Aragon Court through the supply of ETH<br />

<p><strong>Proposal Budget</strong></p>
<p>The ESD has been given substantial power by the Charter which creates the need for strong alignment with and high transparency of spending. At the same time, we want to balance the speed and impact of capital deployment being robust enough to minimize funding overlaps but nimble enough to scale funding. In terms of spending there are fundamentally 2 main types of expenses:</p>
<ol>
<li>Discretionary - Initial funding of bounties and initiatives proposed by the community and AA without the need for individual proposals for each bounty enabling faster network growth through the speed of execution.</li>
<li>Continuous - Funding the operations of other sub-DAOs and the initially established guilds - as these guilds grow and form they should be able and encouraged to make their own proposals of funding directly to the AN DAO</li>
</ol>
<p><strong>Budget Rationale</strong></p>
<p>At this stage, the only approved funding obligations are the continuous monthly payments owed to the members of the three SubDAO. Therefore the following assumptions are applied to the proposed budget.</p>

<li>Priority: Interim funding of the DevOps Wallet for updating terms on Aragon Court (<em>accounted continuous</em>)</li>

<p>The ESD has been given substantial power by the Charter which creates the need for strong alignment with and high transparency of spending. We want to balance the speed and impact of capital deployment being robust enough to minimize funding overlaps but nimble enough to scale funding. In terms of spending, there are fundamentally four types of funding; continuous, discretionary, fixed and strategic.</p>
<p><strong>This is a proposal for 360k discretionary funding of new initiatives</strong> proposed by the community, AA and partners to enable faster network growth through the speed of start-up and execution. It compares funding for either two or three new projects per month (at the maximum funding allocation) with the assumption that budgets increase month on month to reflect cumulative funding.</p>
<p>Our <strong>360k request</strong> is determined within the limits of Main DAO funds currently streaming at 200k per month, 800k season 1. Current discretionary allocation funds only six new projects in season 1 at the maximum of 20k. This level of funding is an increase of 112k from <a href="https://forum.aragon.org/t/financial-proposal-executive-subdao-budget-request/3119">Season 0 (Q4 2021-Q12022)</a> which could expect to fund the cumulative S1 expenses of at most three small projects. 360k would not increase our ability to proactivly sourcing new funding initiatives.</p>

There is a technical error that is blocking USDC payments from Govern and for this reason, two multi sigs were used for payments in the last month of season 0.</p>
<p>We herein formalise the use of a multisig in favour of default escrow. We believe this is necessary to effectively function and meet our commitments to contributors in a more timely manner. Once funding is approved by ESD the full funded amount is transferred in a single payment via Govern to the EDS multi-sig. This will significantly reduce the number of monthly transactions and minimise unforeseen issues that have delayed contributor reward payment.</p>

<p>The Executive Sub DAO (ESD) requests funding according to section 5 (5) (e) Aragon Network Charter of <strong>440k USD equivalent</strong> to bootstrap AN DAO current initiatives from April 1 2022 until 31 July 2022.</p>
<p>This proposal sets out fixed funding so that the ESD can more effectively execute the powers as granted by section 6 (2) (a) of the <a href="https://ipfs.eth.aragon.network/ipfs/QmV3pQWAqq8Un71SU1RRDVqwAGy7bBQUPaqLkqHwb9H3w7">Aragon Network Charter</a>:</p>

<p><strong>Season 0:</strong> our funding request strategy was very much about supporting mission-critical operations and contributor activities under progress since DAO formation. We funded projects on a first come first served basis in order to secure the talent of key contributors - provided proposals defined clear deliverables and timelines. <p><strong>Season 1:</strong> We request a budget for continuous funding of dtech, onboarding and education, business development and DAOOps. This funding would enable the expansion of teams and their remit as they move towards establishing guilds. These teams are expected to make funding proposals directly to the Main DAO for the next funding cycle.</p>

<p>We will also consider alternative proposals from other teams to pick up actionable workstreams, if they can make their case. Zero funds have been allocated, all S1 activity will need to undertake the ESD funding request process in order to receive ESD funding.</p>

<p><strong>Core Operations &amp; Community</strong>: We believe that funding the Executive SubDAO supports the ongoing operations of the AN DAO community. Approval of this budget request is another step towards growing a community that will set a global leadership example for the effectiveness of the Aragon DAO tech stack. We can achieve global leadership through our community by securing and retaining key talent.</p>

<p>The ESD has been given substantial power by the Charter which creates the need for strong alignment with and high transparency of spending. We are acutely aware of the need to increase transparency around the governance process and with the support of DAOOps members we look forward to providing increased transparency.</p>
<p>At the same time, we want to balance the speed and impact of capital deployment being robust enough to minimize funding overlaps but nimble enough to scale funding. In terms of spending, there are fundamentally four types of funding; continuous, discretionary, fixed and strategic.</p>
<p><strong>This is a proposal for 440k Continuous funding, 110k per month, currently unallocated</strong> but budgeted for based on estimates provided for current operations only, therefore it provides a fixed forecast over four months.</p>

<p>In multiple places, the Charter currently defines the purpose and powers of three governance Sub-DAO. We propose the need to edit the Charter to reflect the use of a delegate-enabled governance system effective as of October 21 2022, as the official end of term for currently elected Sub DAO members.</p>
<p>We therefore request the participation of Tech and Compliance committee members and the community to discuss the changes required so that over the course of the next month we can specify well in advance of voting ~14 - 28 September the required and prposed changes to the Charter that is in force as at the start of the voting period. <p>grow the number of active DAO on the Aragon network and</p>

<p>support the overall purpose of the Aragon DAO defined in the Aragon Network Charter</p>
</li>
</ol>
<p>Priority funding categories are intentionally broad, as they are intended as a community guide for ESD discretionary funding. It is important to note that while we want to provide this transparency, discretionary funding is not entirely foreseeable nor fixed in stone. This document is subject to change, pivots and budget restraints. Following voting, updates to the funding strategy will be included as comments to clarify future changes should priorities shift for strategic alignment.</p>
<h3>
<a name="priority-proposal-process-2" href="#priority-proposal-process-2"></a>Priority Proposal Process</h3>
<p>Rather than simply allocating funding on a first come first served basis we propose instead to prioritise discretionary funding for new initiatives that meet one or more of the following three priorities. These funding requests will be assessed on a fortnightly basis to encourage proposals that present opportunities for</p>

<p><strong>Finance:</strong> As the AN DAO treasury expands we seek to support projects to support financial transparency, maximise operational efficiency and treasury productivity within clearly defined risk parameters. i.e operational accounting, treasury and tokenomics</p>

<li>
<p><strong>Talent</strong>: Developing key talent and competencies to support product growth and success i.e operations, business development and DAO2DAO relationships</p>
</li>
<li>
<p><strong>Tech:</strong> expanding usability and accessibility, cost-efficiency and security of DAO on the Aragon network i.e security audits, analytics and product documentation, incorporating features from Aragon apps, advanced voting (anonymous, CPS, multi-census, etc) and Zk-based decision making processes (ZkMultisig, ZkVote, etc)</p>

</ul>

<a name="monthly-proposal-process-3" href="#monthly-proposal-process-3"></a>Monthly Proposal Process</h3>
<p>We will continue to support funding requests in addition to the top three priorities; however they will be assessed on a monthly basis in the second week of each month. We encourage funding requests that present opportunities for</p>

<p><strong>AN DAO Culture:</strong> to grow we will need to proactively develop a performance culture that understands, lives and breathes our shared values. i.e governance, constructive communication and performance metrics</p>

<p><strong>Leadership:</strong> Positioning Aragon as leaders in the DAO ecosystem through collaboration and partnerships that underpin DAO as a leading form of organisation i.e research, policy development, standards and frameworks</p>
</li>
<li>
<p><strong>Education</strong>: given our nascent industry, education stands out as the leading method to drive product awareness, understanding and engagement. i.e projects with a focus on documented, presented and applied product education, DAO builders and future DAO natives (youth)</p>
</li>

<p><strong>Revenue:</strong> Self-sustainable funding through the development of revenue streams i.e DAO development services, legal services and DAO related consultancy</p>

<p>Proposals will need to be posted for at least 7 days on the forum for a majority decision to be reasonably expected at the next scheduled ESD meeting.</p>
<p>If proposals have not been on the forum for a minimum of seven days, they may roll over to the next meeting agenda. We reserve the right to provide discretionary funding within a shorter time frame.</p>

<p>For the ESD to assess deliverables we seek only a summary of activity related to proposed deliverables. Please report which proposed deliverables are completed, in progress or yet to be started with an indication of the top three priorities for the following month. Please also include a summary of the funding to be approved including core contributor(s), flexible and bounty rewards</p>
<p>We expect final reports to have completed delivery, or in a case where deliverables are delayed, we would expect a deadline for completion. Further funding will not be considered until all deliverables are met or sufficient reason provided for non-delivery.</p>
<p>Reporting will be considered and decided at ESD general meetings. Where queries are raised decisions will rollover to the next ESD general meeting, so we encourage timely reporting so as to provide at least 7 days notice to clarify any questions.</p>
<p>Both  final reporting and subsequent proposal can be considered at the same meeting. We encourage authors to provide all further detail and commentary by linking to proposal workspaces (Notion) and external sources.</p>
<h3>
<a name="limitations-9" href="#limitations-9"></a>Limitations</h3>
<p>The ESD is a mechanism for bootstrapping growth and so we propose to set maximum limits on projects that the ESD should fund. Specifically, we propose funding projects</p>
<ul>

<p>up to a maximum of 20k per month and</p>
</li>
<li>
<p>for a maximum of two funding cycles</p>
</li>
</ul>
<p>Projects beyond this scope we believe are better suited to Main DAO proposals. Furthermore, to enable the seasonal cadence there will be no new funding allocation during the final month of each four-month season, instead, this time is used for strategic planning in the lead up to the next season.</p>
<h3>
<a name="exceptions-10" href="#exceptions-10"></a>Exceptions</h3>
<p>In S1 we do see exceptions already arising because the DAO does not yet have the operational ability to support, progress and fund some mission-critical requirements. The<a href="https://forum.aragon.org/t/tech-proposal-allowlist-of-auditors-for-aragon-products/3290"> Security Audits <span>2</span></a> are an example that the ESD would look to release funding for in Season 1 while also looking to fund operational Finance and Governance support required to progress large scale funding in the future.</p>

<a name="h-1-rationale-2" href="#h-1-rationale-2"></a>1. Rationale</h2>
<p>Although becoming more active, AN DAO governance is primarily undertaken subsequent to funding proposals to the Main DAO or via the ESD funding process. We need to raise the importance of Governance as a community-led function because it directly relates to the products Aragon exists to create, grow and maintain.</p>
<p>The DAO has a recognised need for a cross-discipline, highly coordinated and accountable team tasked with navigating from the current state to optimal and battle-hardened governance. A team that can work to secure the type of unassailable governance legitimacy (summit) that will one day enable a fully decentralised Aragon.</p>
<p><strong>A Quick Analogy</strong></p>

<p>Kevin Jorgeson and Tommy Caldwell made the first free ascent of the Dawn Wall from December 27, 2014 to January 14, 2015, over a 19-day final push, and seven years of searching for the line and working the route’s 32 pitches.</p>

There is no single solution just a series of “pitches” with their own “problems” and “cruxes” that the community can only work to overcome as we face them, so as Caldwell and Jorgeson said of the Dawn Wall “we’ve got to pace ourselves”.</p>

<li>Governance legitimacy within the DAO is integral to modelling the type of governance our products are designed for. We expect a report by the end of May from Hoola Hoop that will share insight on Aragon’s path to decentralisation, which will undoubtedly inform this team.</li>
<li>We seek to evolve the <a href="https://github.com/aragon/AGPs/blob/master/AGPs/AGP-0.md">Manifesto and support the Aragon Association pledge</a> specific to experimenting with new governance models and building a community that defends the Manifesto’s values and work to engage the community to help evolve the Manifesto towards a definitive statement of our shared Mission, Vision, and Values.</li>
<li>This initiative is aligned with the strategic priorities of the Executive Sub DAO based on the funded S1 <a href="https://forum.aragon.org/t/financial-proposal-esd-s1-budget-request-for-discretionary-strategic-governance-funding/3299">ESD Strategic Governance Funding <span>2</span></a> proposal to develop, support and facilitate Charter changes, documentation, and strategic governance</li>
<li>Governance fundamentally requires community engagement - surveys, workshops, and community calls will be used to develop understanding and surface our shared governance goals. We intend to work closely with all DAO teams to create and respond to proposals that will help us decentralise.</li>
<li>We intend to investigate, recommend and propose Governance tooling that can support the journey to decentralisation. In S1 we will focus discussions around <a href="https://forum.brightid.org/t/proposal-to-change-our-tao-voting-parameters/478">Tao voting</a>, the <a href="https://config.tecommons.org/config/3">Common Configuration</a> tools and <a href="https://arborvote.github.io/docs/">Arbor Vote</a> while continuing to seek other options that serve the needs of the decentralised governance.</li>
</ul>

<a name="h-4-limitations-risks-10" href="#h-4-limitations-risks-10"></a>4. Limitations &amp; Risks</h2>
<ul>
<li>Current ambiguity around the charter effectively undermines governance legitimacy; unchanged, we will remain in a position of uncertainty and stagnate.</li>
<li>We can not say whether our efforts will be successful or whether we will be deemed adequate/successful (yet) by the community, but this is a risk we are willing to undertake to move forward.</li>
<li>Governance is not exactly a fascinating topic. It could be hard to engage the community that we rely upon to truly decentralise.</li>
<li>We are limited by the availability and resourcing of those with the highest context and expertise needed to make change.</li>
<li>Ultimately, governance requires voter participation to reach quorum and pass proposals, while we will work to build this we can not foresee whether or not voters will rally to support the journey to decentralisation.</li>
</ul>

<a name="h-5-funding-information-11" href="#h-5-funding-information-11"></a>5. Funding Information</h3>
<p>We request the funding for $72,000 for Governance from 1 May through 31 August to be paid as per the prevailing<a href="https://forum.aragon.org/t/standardizing-payments-in-the-an-dao/3291"> finance guidance <span>3</span></a>. This amount is equivalent to funding for 2-3 full-time equivalent roles, however in order to decentralise and engage contributor participation more than fifteen <a href="https://www.notion.so/aragonorg/d782e848ea374b30b879497a222cca92?v=25605e916ebb4553b2b995704fad6980">governance focused functions <span>7</span></a> have been identified, but not yet fully defined to allow community input. This is not intended to be a definitive list of opportunities but it is the basis that informs the requested budget. Many functions naturally align with work undertaken by existing teams but as these teams are already funded additional funding via coordinape is requested.</p>
